If the lighter can't be refilled, there may be excess air in the tank. Release the gas and quickly deflate 1-2 times before refilling. Wait for 3-5 minutes if the lighter becomes cold. Make sure any residual butane evaporates before igniting.

No, our cigar lighters are shipped without any fuel, as butane is against shipping rules.
